Preservation of HUD and USDA Rental Housing

NHLP established its Preservation of HUD and USDA Rental Housing Initiatives following the devastating loss of affordable housing that had been developed by the Department of Housing and Urban Development in the 1960’s and 1970’s and by the Department of Agriculture between 1960 and 1992. During these times, both federal agencies invested heavily in incentive loans and subsidies to entice the development and operation of privately-owned affordable rental housing, and millions of long-term affordable homes for low-income families were created. However, beginning in the 1980’s, lack of foresight and a decreased federal commitment to further development resulted in huge losses of the stock as owners converted the housing to market rate or other uses, demolished it, or sold it. The preservation initiatives seek to stem the loss of affordable housing stock and prevent the displacement of its low-income residents through policy advocacy, technical assistance, and litigation.
