HUD Housing Programs: Tenants’ Rights – “The Green Book” or the “HUD Manual”

NHLP’s HUD Housing Programs: Tenants Rights (3rd Ed. 2004) is known to practitioners as the definitive “Green Book.” It is a quintessential guide to fully understanding the laws and rights of tenants in, and applicants for, HUD assisted housing. Originally published in 1981, the HUD Manual, as it is also known, provides detailed descriptions of all of the HUD housing programs including public housing, the voucher programs, and project-based HUD-subsidized and federally assisted privately owned housing. In an issue-oriented format with clear, concise explanations, the Green Book examines frequently-confronted issues, such as evictions and applications for admission, and explains less common problems such as grievances and appeals, security deposits, and utility allowances. The Green Book also discusses legal issues including private rights of action, federal preemption, and forms of relief. RD/RHS Homeownership Programs: Owners' and Purchasers' Rights (2010). A comprehensive manual on the rights of owners and purchasers of Rural Development/Rural Housing Service financed single family homes. Last published as part of NHLP’s 1995 manual of the RHCDS (FmHA) Housing Programs, this 222 page manual contains detailed descriptions of the RD/RHS Section 502 direct and guaranteed single family home loan programs and the Section 504 direct loan and grant programs. The manual is the only guide for advocates who are helping homeowners with RD/RHS single family home loans. It examines frequently-confronted issues, such as foreclosures, moratorium relief, interest subsidies and the RD appeals process. It also reviews the loan application process, remedies for defective construction, refinancing of loans and the recapture of interest subsidies.
