The purpose of the HUD-VASH voucher program is to move homeless veterans and their families out of homelessness and into housing. The training outline describes the problem, identifies the funding, describes how the HUD-VASH program works, highlights the key differences between the Housing Choice Voucher (HCV) and HUD-VASH programs and suggests what advocates can do locally to maximize the benefits of the program.
There are significant differences between the HUD-VASH program rules and the HCV program and most of these differences provide substantial benefits to program recipients.
A fiscally conservative Congress appropriated $75 million in new funds for the program in FY 2012. Advocates should be aware that some PHAs are not fully using the HUD-VASH vouchers that have been allocated.
