May 23, 2013: NHLP Urges THUD Appropriations Subcommittees to Provide Adequate Funding for Project-Based Section 8 Program

In a letter addressed to the chairs and Ranking Members of the Transportation, Housing and Urban Development (THUD) Appropriations Subcommittees, the National Preservation Working Group recommends incorporation of the following provisions in the FY 2014 Appropriations bill:

    1. Provide full funding for Project-Based Section 8, which ensures critical rental assistance to over 1 million households across the country.
    2. Provide the additional $1.2 billion requested by Secretary Donovan to HUD to fully fund housing contracts for 12 months.
    3. Set aside the $150 million requested in the President’s budget for Tenant Protection Vouchers.
    4. Continue setting aside $10 million for unassisted tenants residing in HUD properties with maturing mortgages or expiring use restrictions.
    5. Extend the second component of the Rental Assistance Demonstration program to authorize continued conversion of properties with expiring rental assistance contracts under older programs to new project-based rental assistance contracts.
    6. Continue the requirement that HUD maintain rental assistance contracts to preserve affordability and support rehabilitation in the event of foreclosure

Insufficient funding for the program in FY 2014 will require extension of the current short-funding policy to other segments of the inventory, which in turn will increase owner opt-outs and shift the funding burden to future years. The preservation of existing affordable housing is critical to meeting our nation’s affordable housing needs.
