May 30, 2017: PREPAYMENTS AND LOAN MATURITIES: PROTECTING RESIDENTS AND PRESERVING RD RENTAL HOUSING

Thousands of Rural Development rental housing units are lost due to prepayments each year. Thousands more will reach loan maturity over the next few years. RD subsidies that support low-income residents lose their Rental Assistance and Interest Credit Subsidies when a development is prepaid or its loan matures.

Advocates and nonprofit or public agencies are typically not aware that a RD rental development in their service area is being prepaid or that it is reaching loan maturity. Nor are they aware of how they may be able to preserve these units and avoid resident displacement .

This Webinar will address how you can find out whether a development in your area is maturing or is being prepaid. It will review RD regulations, Administrative Notices and other policies intended to preserve these developments and protect residents against displacement. It will also discuss what nonprofit and public entities can do to preserve the housing. Significantly, the Webinar will also review ways in which RD prepayment and voucher regulations do not conform to their authorizing statutes and, as a result, fail to preserve developments or prevent resident displacement.

In March 2016, HUD published a "Streamlining Rule" that revised important regulations governing the federal housing programs. April 28, 2015: Mortgage Maturity: Protecting Unassisted Tenants Facing Expiring Use Restrictions

This webinar provided an overview of this issue for affordable housing and tenant advocates. NHLP has identified a total of almost 28,000 unassisted units in 365 properties in 46 states at risk of mortgage maturity or the expiration of use restrictions or assistance in the FY 14 -16 window.

March 19, 2015: Rental Assistance Demonstration: Special Topics for Tenant & Community Advocates

This webinar provided a follow up to our December RAD Basics webinar. RAD is HUD's major initiative to recapitalize public housing. HUD has announced a February 2015 target date for issuing Commitments to enter into Housing Assistance Payments (CHAP) awards to applications currently on RAD the waiting list with contingent approval letters. The session focused on process issues around public housing conversion under RAD, including resident involvement, ownership and accountability, and other significant issues.

October 21, 2014: Prepayments, Maturing Mortgages, and Foreclosures: Protecting Seniors and Others from Rural Development Rental Housing Displacement

This webinar focused on how to protect residents of USDA rental housing from displacement when USDA Rural Development (RD) rental housing loans end due to prepayment, loan maturity, or foreclosure. In each situation, residents (including
those who live in farm labor housing) may be threatened with displacement.

The webinar covered protections available to residents, many of whom are seniors, including the right to notice of prepayment requests and to comment on them, and the right to secure RD vouchers and Letters of Priority Entitlement (LOPES). It will also address ways in which nonprofit and public agencies can preserve RD affordable housing.

The webinar is designed for tenant advocates, including lawyers and persons who work to preserve USDA RD rural rental housing. The webinar provides the very latest and detailed information on how to assist RD rental housing residents facing displacement and how to preserve RD housing in your community.

April 22, 2014: Picking Up the Pieces of the Sequester: Local Advocacy Efforts to Encourage PHAs to Start Spending in 2014

NHLP conducted a webinar aimed to arm legal services advocates with the tools they need to promote improved PHA policies for the Section 8 Housing Choice Voucher Program in a post-sequester landscape. Panelists first provided an overview of FY 2014 funding for the HCV program, including voucher restoration levels, and updated participants on NHLP, CBPP, and other national policy groups' initiative to restore in FY 2015 all of the vouchers lost as a result of the sequester. In addition, the presentation described strategies to convince local PHAs to spend now and reverse harmful policy decisions that cut spending due to sequestration including revisions of local subsidy standards and payment standards. Panelists also provided guidance on how to effectively engage local PHAs and HUD on these critical issues.
