Choice Neighborhoods Initiative

On August 25, 2010, the U.S. Department of Housing and Urban Development (HUD) announced the availability of up to $65 million in grants through Choice Neighborhoods Initiative FY 2010 (CNI). CNI proposes a comprehensive approach to neighborhood revitalization, coordinating investment with other federal agencies to transform all aspects of a community. This effort is envisioned as the successor to the HOPE VI program.

CNI is currently authorized and funded by the Consolidated Appropriations Act of 2010, which does not provide much information about the program. On July 21, 2010, The Choice Neighborhoods Initiatives Act of 2010 was reported out of the House Financial Services Committee as Title I of H.R. 5814, the Public Housing Reinvestment and Tenant Protection Act of 2010. The Choice Neighborhoods Initiative Act of 2010 is not the law governing CNI, but provides more detailed information on HUD’s intent and vision for the program, including authorization for $575 million for FY 2011.

CNI allows redevelopment of public and/or assisted housing. Eligible applicants include public housing authorities, local governments, nonprofits, and for profit developers that apply jointly with a public entity. CNI grants are divided into planning and implementation grants. Planning grants will help communities both develop and gather support for a comprehensive neighborhood transformation plans and will be awarded based on responses to the Round 1 Notification of Funding Availability (NOFA). Implementation grants will support communities that have developed transformation plans to carry out those plans. Implementation grant finalists will be chosen based on responses to the Round 1 NOFA. Finalists will then respond to a Round 2 NOFA and grants will be awarded based on those applications.

HUD requests that eligible applicants submit a notice of intent to apply by October 7, 2010. This notice, meant to help HUD plan for the application review process, is voluntary and non binding. The application deadline is October 26, 2010.
